All regions can now buy it
A few weeks ago we informed you that the bonus edition DLC of Sonic & All-Stars Racing Transformed for PS3 was available on the PlayStation Network in the US. Now, it’s also available to Europeans.
Those with an European PS3 who somehow doesn’t have the limited/bonus/special edition DLC of Sonic & All-Stars Racing Transformed can now buy it for only 2.49 €/1.99 £. This DLC contains Metal Sonic as a playable character, the Out Run Bay track along with its challenges, and an exclusive sticker set.

Pah.. On-disk doesn’t really count as DLC.. It’s more.. “highway robbery.”
I Totally agree with you @Vultorus, the video game industry is going wrong, really wrong these days… what a shame.
I think this DLC is more for the second hand game market. You can’t get Metal and Outrun Bay unless you A: Buy the game new or B: Purchase it.
Many games are doing that these days.
@Okura I miss the days of unlockables but this is better than online passes.

i Live in Portugal and i’ve bought S&ASRT for ps3 with the Limited Edition Before Christmas of 2012 (it was in 5nd December i think)
The limited edition shows a Paper containing All Steps and information to install the limited Edition of S&ASRT!
